PM compliance (preventive maintenance compliance) is the percentage of scheduled preventive maintenance tasks that are completed on time within a given period, calculated as: completed PMs ÷ scheduled PMs × 100.
The Formula
PM Compliance Rate = (PMs Completed On Time / PMs Scheduled) × 100
A facility that scheduled 40 PMs in a quarter and completed 34 of them by their due dates has a PM compliance rate of 85%. The 6 that were completed late or not at all represent gaps in the program.
“On time” is typically defined as completed by the due date or within a defined grace window — commonly 10% of the PM interval. A monthly PM (30 days) might have a 3-day grace window. Teams should define their own threshold and apply it consistently.
Why PM Compliance Matters
A PM that consistently runs late, or that is frequently skipped, is not delivering the protection the program was designed to provide. A PM schedule is a model of how often equipment needs attention to prevent failure. When actual execution falls short of that model, the gap between scheduled care and actual care is where failures accumulate.
Put simply: a PM program with 60% compliance is not a PM program operating at 60% effectiveness. It is a reactive maintenance program with a PM schedule attached to it. The equipment that didn’t get its scheduled maintenance will not tell you which fraction of its useful life it consumed during the deferred interval.
What Good Looks Like
A PM compliance rate above 85% is generally considered a solid baseline for a well-run maintenance operation. World-class programs targeting 95% or above are typically found in high-stakes environments — manufacturing operations with tight uptime requirements, healthcare facilities with regulatory inspections, or fleet operations under DOT compliance requirements — where the cost of a missed PM is concrete and immediate.
There is no universal benchmark that applies to every environment. The right target depends on asset criticality, regulatory requirements, and staffing capacity. What matters more than the specific number is the trend: a PM compliance rate that is stable and improving indicates a program that is working. One that is declining, or that hasn’t been measured at all, indicates a program that deserves attention.
What Causes Low PM Compliance
Understaffing. PMs take time. A maintenance team that is chronically understaffed will consistently defer preventive work to address reactive emergencies — the squeaky wheel phenomenon. Measuring PM compliance makes this trade-off visible in a way that staffing conversations require.
Scheduling conflicts and asset access. A PM on a piece of equipment that can only be serviced during a production shutdown can’t be completed if no one coordinates the access. Scheduling PMs without accounting for asset availability or shift schedules leads to work orders that are generated but can’t be completed on time.
Parts not available when needed. A PM that requires a specific filter, belt, or fluid that isn’t in stock at the time the work order is due will be delayed until the part arrives. PM compliance and parts inventory management are directly connected for PMs with required materials.
Work orders not generated in advance. If PMs are generated manually — someone has to remember to create the work order — they will be missed. Automated PM scheduling that generates work orders ahead of the due date, with enough lead time to order required parts and schedule the labor, is the most reliable way to keep compliance high.
How to Improve PM Compliance
The most effective structural change is automating work order generation. When a CMMS generates PM work orders automatically on the configured schedule — typically one to two weeks before the due date — the work order is in the queue before the due date arrives. The technician doesn’t have to be reminded; the system creates the assignment.
Pairing automated generation with assignment rules (which technician or team gets which PM at which site) and overdue notifications (alerts when a PM work order passes its due date without being closed) removes the two most common causes of missed PMs: the work order that was never created and the work order that was created but got buried.
PM compliance reports that are reviewed regularly — at a weekly or bi-weekly cadence by supervisors — allow teams to catch declining compliance before it becomes a pattern. A compliance report that shows PM completion rate by site, by asset type, and by technician gives supervisors the data to identify where work is falling through and why.
PM Compliance and Regulatory Readiness
In regulated environments, PM compliance is not just an operational metric — it is evidence. A healthcare facility with consistent PM compliance documentation for life-safety systems is in a fundamentally different position going into a Joint Commission survey than one that cannot produce that history. A school district with documented PM completion rates for fire suppression and emergency lighting systems has a clear answer when the fire marshal asks for records.
PM compliance measured and tracked in a CMMS is self-documenting: the completed work orders, with their timestamps and technician sign-offs, constitute the audit trail that regulators and insurers ask for.
